I work in news in Arizona. I've covered immigration endlessly. I've heard this expressed over and over and over by people bleating about "anchor babies." There are a hell of a lot of people out there who are outraged that illegal immigrants can get medical treatment here. This is the land of the "Minuteman" psychos. Denying medical treatment doesn't even count as an extremist view among the anti-immigration crowd here.

 

Denying treatment is just making them feel at home.

When you write that "there are those" who want Mexicans to have to not have any care, you're in Fox News (or, as OT pointed out, a peculiar version of CNBC) territory. This story, which fortunately has no tragic ending, is an indictment of many things, but racism here in the U.S. is absolutely not one of them.
