I'm sure that in most legit movies that the "teens" shown topless are a median age of 23.

On the other hand, most of the "18-and-older" girls in the Girls Gone Wild videos are 15.

 

actually, it sounds like one of those soft-porn flicks, where there is total nudity but no close-up penetration.
