What can I do with a certificate in Web site design?

I'm in my mid-to-late 30s, and I can't assume that I'll be able to make a living for 30 more years in the newspaper business. I know I need to add to my skill set. I think my newspaper would compensate me if I took a Web design certification program, since in this day and age Web design is work related.

I think a certificate in Web design would enhance my marketability within the newspaper business. But if I ever had to make my way outside the business, would it be much help?

I was made aware this week of a job at Texas A&M for Web specialist. In short, you need Web design experience, including Flash (no, not that Flash!), PHP or ASP (can't remember which) and Javascript. Plus they want this person to produce and edit content for the site.
