    Same problem North Carolina had but it took longer for Rhode Island to get over it.
     
  10. That would be incorrect. The North Carolina ratification convention wanted a Bill of Rights. Elites in Rhode Island, by a large majority, didn't want anything to do with a federal system to replace the confederation, or in other words, they were dicks.
