    So wait...

    Four people call 911 in the first minute. The first cop finds him 1:30 after the accident (on his way to another call, but still). And you really shouldn't move someone with a head/back injury.

    Divert traffic? Yes, that should have been done. But what else could possibly have been done?

    Well, if they tried to call 911 while driving, they might have accidentally drove right over him.

    I dunno, maybe basic first aid? Maybe airway, breathing, circulation? Check for shock? Responsiveness?

    And, of course, you're assuming any of the people on the street that day knows how to do any of those things. I would know how to look for a pulse, and that's about it.
