When you talk about a tie, do you say, "tied at 44" or "tied at 44-44?"
Is "tied at 44" clear enough? Is "tied at 44-44" redundant?

The "at" is redundant in the second one. Tied 44-44.

correct. If the game is tied the other team also has the same score, so listing both scores is redundant.

Probably my biggest pet peeve in this industry is the stupid, retarded line, "tied 44-all"
All? All refers to more than two things. Why the hell say "all" when there are just two teams playing!? Besides, 44-44 takes up less space.

Disagree on that. "Tie the game/score at 44-44" is a) more specific and b) 1-2 characters shorter than "make the game/score 44-44."
"Tie the game at 44-44" is perfectly acceptable. Tying the score is what happened, 44-44 is when it happened. Both are necessary (assuming that level of PBP detail is necessary ...)
