Technically, he should not wear those shoes with a suit, either. They are bluchers (open lacing rather than the flaps closed at the bottoms), which are an informal dress shoe, as opposed to a balmoral. I usually ignore this rule as I prefer bluchers and own only one pair of balmorals, but then I do not travel in as sophisticated company as Wolfowitz. The Europeans probably look at him like he's wearing Nikes with that suit.

Now I feel embarrashed to have worn pedestrian old bluchers to the BBWAA dinner. I hope nobody noticed.
