thread locks

what are the guidelines for locking threads? and are topics involving yours truly judged differently?

i just went through 10 pages of threads in this category and could only find two locked threads. both involved you-know-who.

i honestly do not care. i'd just like to know the logic.

I thought about asking yesterday - and I could have saved Jason having to do it.
