    When did government-subsidized birth control pills become a birthright in America (and this law, which was meant to prevent Medicaid abuse, was mostly aimed at government-subsidized birth control, NOT unmarried college students)?

    Anyway, the 100% most effective way to prevent unplanned pregnancy is to not engage in behavior that leads to pregnancy -- e.g., don't have sex.
