    That little disclaimer is pretty explicit. If you want to ensure something is considered, submit it in print (even if it's off a website) by snail mail. That means that even if Glenn Stout and the guest editor both subscribe to the periodical in question, the only way to guarantee they will read that story is if someone (anyone) submits it by mail.
