Study: Congress getting dumber!

If "pro" is the opposite of "con," what is the opposite of "progress?"

Given that Americans in general are getting dumber and that all congresspeople are Americans it would stand to reason that congresspeople are getting dumber.

I hope the Post didn't actually pay somebody real money to come up with this conclusion.
