Apparently, this is going to be an annual thing. The MLBPA will file a grievance against the Pirates and MLB will drag its feet forever rather than schedule the hearing. Meanwhile, the Pirates' payroll is set to be the lowest in MLB this season and it is dropping for the fourth consecutive season.
