Anybody know much about The Citizen, or about Lee Enterprises in general?

Lee doesn't pay well. Each paper is different. I know people who hate upper management, but don't mind those running the paper itself.

I sent in an application about 10 days ago and haven't gotten a call or anything. Is this typical?

Yes. Unless you get an interview, you'll get an e-mail in a few months stating you didn't get the job.

How about sending an e-mail to the SE instead of relying on just the corporate HR process.

    Stitch,

Lee isn't terrrible. No one is getting rich, but I'll put their pay scale up against other national chains for papers of similar size. They haven't gone to furloughs (yet) and the staff cuts were at least reasonable. Par for the course in newspapers these days.

My biggest gripe after working their for two years was the health care plan: the premiums and deductibles were too high.
