Coming from someone who umpired high school and beyond, that is correct. A lot of upper level umpires don't know that, simply because it doesn't come up very often. Usually, the batter goes after the ball.

Another one that confuses umpires (including me, until Kevin Seitzer corrected me, somewhat embarrassingly) is when a batter swings at a pitch but the ball hits him. If the ball hits the batter before the player's bat crosses the plate, it's a HBP.
If it hits him after, it's a strike.
Both go dead ball.
