    Mark Fiore was a runner up in cartooning (and has won previously) and he only works on-line. I wonder of magazines becoming eligible is because they psot material on-line and hence can now be considered a newspaper. How would the Pulitzer Board differentiate from a traditional newspaper posting a story on-line and a magazine.
