I would understand the prohibition against partisanship to mean supporting candidates or parties, not critiquing policy.

 

If you are trying to blame Ronald Reagan for taking virtually all funding away from mental health centers across the country and forcing mentally ill people to fend for themselves on the streets, I won't stand for it!

 

And, on top of that, add on the conspiracy theory tin foil hat folks who don't think some of these events occurred, or the government was involved, etc., etc.
