    Not that it matters since the BCS is going away but it would also make it more difficult for CFB writers to FOIA coaches' poll ballots.

    Why would anyone out of state have standing in in-state matters?

    Plenty of states restrict contributions to candidates for state/local offices. They are entirely free to ban out-of-state money (or money from other sources), but in practice it's pretty difficult ... ring up Tom Delay and ask him about it.

    Or go a step further. You can't donate money to people running for congress outside your district, even if it's the same state.

    why? Staying with the ACC, Duke is private so how do you get their information?

    if a State enacts such a ban, maybe it will be upheld. But voting is a different right thanFOIA

    Giving money isn't the same thing as voting.

    And how are you disenfranchising the donor if they can't vote for the guy they want to give money to anyway?
