    I understand what you are saying but to say that it is no longer true because of a lawsuit in 2000 (the article mentions the lawsuit hurting them, not completely eliminating them) is just wrong.

    You also back up the assertion by stating the limited amount of spending on education probably keeps people stupid. And also, being in the "top 10" of racist states isn't exactly going to dispel the notion that racists go there.

    Like I said, it isn't all of the people there, but those that are there are certainly open and comfortable enough with sending out threatening letters.
