    So, SOP is that the press asks GOP Senators on their way to lunch if they heard what the President said. Most deny having heard anything, with Romney upset, Collins concerned and his most ardent supporters saying that he was joking. The joking explanation becomes the party line until Trump’s press briefing later today when he says that he wasn’t joking.
