    I would probably look for some history of the British police system.

    There was a good book by Mark Baker called "Cops" a decade or two ago - it's not academic, just police officers telling their stories about the job. Pretty harrowing stuff.
    Otherwise try "To Protect and Serve" by Joe Domanick about the LAPD.

    It all starts with politicians and the courts.

    i second this. fantastic book. absolutely riveting, though maybe not necessarily about what p.o.o. is looking for.
