That said, there was no actual physical contact according to this story. And "scantily clad" could be a bikini that's perfectly legal and normal at a public beach. Certainly, it's inappropriate for a teacher to send to a 10-year-old, and firing is appropriate. But I'm struggling to find anything criminal here based on the story.
