Phelps possibly reinstated despite 2 DUIs?

What do you guys think? Should USA Swimming lift Michael Phelps' suspension (for drunk driving charges for the 2nd time) to allow him to come back in time for Worlds under the apparent logic of: helping the team?

It's an interesting question to ponder for a swimmer who retired three years ago.

Let him swim. Who cares? The justice system (presumably) took care of disciplining him. Unlike the NFL or MLB, which discipline players for off-field incidents (cue Ray Rice joke) to protect their images, USA Swimming has no image without Phelps. Who or what does it serve to keep him out?
