    Oooops!

That he didn't cause the accident is irrelevent. He's still drinking and driving. Didn't care enough to learn his lesson. Doesn't care enough to follow traffic laws.

Drinking is irrelevent. He drank so little and enough time passed that he probably had less alcohol in his system than if he had taken cold medication.

It is true that he was careless in letting his license expire again. That is a much more minor offense, but it does show some immaturity.

An update said he also will be cited for not registering his license in Maryland, where he now lives again, after showing police a Michigan license.

The story also said neither offense carries a fine. He just has to go before a magistrate and explain why it happened. It's surprising to me that any state doesn't fine people for driving without a license. It's almost just like you get a scolding and no real punishment.

That's what he says he drank, and when.

Considering that he already has an underage DUI, it's incredibly irresponsible to drink just before going out for a drive. Phelps shows that he really doesn't care about drinking and driving.

Apparently he doesn't believe himself from his underage DUI:

    Wonder what he learned.

None of this had an impact on him either:

So what's your proof that he was drunk? Because he said he had a beer? Any field sobriety tests? Any BAC levels? Or just your incredibly informed assumption?

I take him at his word on what he drank because the police said he didn't show any signs of drinking. He probably could have said he had nothing and this wouldn't have been an issue, but he was honest.
