    If the problem continues, apartments in this area will be charged a $25.00 clean up fee.

    For that coin they should be able to install a spycam to weed out the skulking smoker.

    Then by the same argument, shouldn't we bitch about our tax dollars going to fund the room and board of death-row criminals?

    An interesting thought, Yawn, but not quite in the same vein, if only because the government doesn't send out letters saying "Someone was murdered last night. Either stop murdering each other or we'll put you all in prison."

    It's not quite a fair comparison.

    This looks a lot like the old strategy of punishing everyone in class because of the misdeeds of one or two miscreants because the class won't identify him or her.

    What they're hoping happens is that the kids apply peer pressure on the guilty party/parties and they stop throwing spitballs.

    It isn't fair, but it's also unfair to EVERYONE to be dumping cigarette butts all over the place. It's also unfair for non-smokers to have to be around smokers who don't give a fuck about subjecting them to second hand smoke.
