Children do not deserve to be punished for the actions of their parents. That is what you are calling for and it is disgraceful and unfair and such an approach has no place whatsoever in public education.

Regarding separate programs within schools, among the differences are the quality of facilities and instruction. Which schools do you think will attract the better teachers and administrators? If they are in one building, a strong teacher can have an honors class and one that is not (designations vary for those who do not qualify for the accelerated programs). Also, they may not be separated at all. The students may have some classes, or even parts of classes, together, then break off according to ability for part of the instruction.

And you still haven't come close to addressing the issue of paying for all this.

In case you're not aware of this, throughout the history of the world children have been punished for the actions of their parents.
