Right because I am sure the 1 percent that is sent to the city governments would indeed go to improving social housing and -- this is the most laughable of laughable liberal claims about why we need high taxes --- reducing poverty.

I'm sure the money would go to the poor and not to the favorite boondoggle or pork project or bureaucratic pyramid of whichever politician's hands it is put into.
