    I believe the tiebreaker goes like this: 1) head-to-head; they don't play in the regular season and the Governor's Cup exhibition doesn't count; 2) strength of schedule; the team that sucked against the weaker competition gets the higher pick; 3) coin toss.

    In the latter two instances, the teams alternate spots in each round — i.e. STL gets the No. 1 pick in the first round but KC gets the top second-round pick, etc.

    Only reason I know is because Dallas and Arizona tied in this fashion in 2002 and had to flip a coin for the fifth and sixth picks. Cowboys won the flip and drafted Terence Newman.
