    And this is where the first sticky question of the new policy comes in. Is an arrest enough to take half a guy's season and hundreds of thousands of dollars away? Or should there be, you know, an actual conviction (or conclusive damning evidence like in the Ray Rice case) before you issue the penalties?

    Here's a nutty scenario, or the makings of a novel or movie: Gambler/crazy fan/or both wants a team to win. So he hires a girl, she meets up with star player, she then calls the cops and claims he hit her. Maybe gambler and her sneak away for a minute so he can give her a bruise or two. Cops arrest star player, league suspends star player for big game, and gambler/crazy fan has a better opportunity or his team has a better chance to win.
