You can. It's called "college football."

So does the NFL start a new league in America, or does it rely on college for a defacto farm system. I know several guys have come out of the AFL in recent years, but was that level of play up to the World League of American Football? (There I solved your Europe(a) problem). I think any new league would have to be in the spring, and be in a city where there are no/limited football choices.

There is already that new league that Mark Cuban is involved in. Between that, the CFL, and arena football, I wonder if the talent pool isn't already tapped to the max.

I think if the mighty NFL decided to get involved in an NBDL-style minor league, it'd quickly become the biggest show in town, professional spring football-wise.
