Best friend. I think it was a DUI in 1996. He got house arrest or something like that. Barbour just expunged his record.

 

It's pretty common. This is probably worse than usual, but this happens a lot, and usually barely makes the news because everybody is focused on the new governor going in.

In fairness, the felon -- who was convicted of selling marijuana, not murder -- had already been released in 2007, before receiving his pardon.
