    Yes, for starters, because he is a swimmer. You are not eligible for "greatest athlete of all time" consideration if the only sport you've ever shown proficiency at is swimming. And you must, at some point in your life, have demonstrated proficiency in either hitting, kicking, throwing, catching, or shooting something.

    Junk, the "um, no" response is reserved for D_B, not for the question.

    But to sum it up quickly, um, no. Phelps is not the greatest athlete of all time.

    Is Phelps the best male swimmer of all time? Better than Spitz or Biondi. I don't think so.
