But in the late 90s, drug company lobbyists were able to get many of the regulations either lifted or significantly reduced.

I wonder what happened to Congress around that time that allowed this to happen?

Exactly. He was president during the biggest decline in meth manufacturing. And since he didn't change, I wonder what did? ;D

You said the law was changed for the worse in the mid-1990s. And it takes two to tango when it comes to regulatory/statutory changes: the legislative and the executive.
