A "surge" is a transient increase.

It's not a "surge" if the number goes up - and then stays up.

 

The best move Obama can make, even if it could be seen as a demotion of sorts. Both sides need to check politics at the water's edge.

So people were allowed to criticize but were themselves open to criticism.
Sounds regular political discourse, much like now.

 

Good decisive move by Obama to quickly get ahead of story. Petraeus was perfect choice even though Obama vehemently disagreed on the success of surge.

 

Didn't Obama call Petraeus a failure?

 

Yes - makes it even more impressive that he was willing to put that aside.
