    Well, he sees the mayor at the top of the chain.

    The shooter violated the code in subjecting his gumi to censure. But he felt that he had been pushed to act. So some small percentage (of yakuza, and of his gang members) will agree with him.

    Of course what the guy did was incredibly stupid and unjustifiable. But you and I are taking a rational point of view. This is the concept of personal honor being perverted, stretched beyond recognition.
