    Any good office that needs to reference history or facts should have encyclopedias.

    Hell, you can get them for free. You never know when the Internet will be down, especially if you're in some cheapass shop like CNHI or Paxton.
     
  4. "Sending military forces" and "starting a war" are rather different, don't you think? When LBJ sent the Marines into the Dominican, for example, and illlegally, IMHO, he wasn't "starting a war." Neither was Reagan in Lebanon.
    And, in none of the cases prior to Iraq, did presidents "start" wars. Korea was already going, so was Vietnam. Congress abandoning its oversight function in this regard has been tragic for constitutional democracy. And, yes, the president "can" do pretty much what he wants. It just isn't America when he does. Next time, don't hit yourself over the head with the encyclopedia.

    Funny you mention Vietnam, since Cambodia was technically neutral until the U.S. started bombing. Unless, of course, you want to be a realist, in which case they'd been involved in the war for years.

    I also notice you conveniently leave out Clinton sending troops to Haiti, but that's to be expected.

    You may want to check your hypocrisy meter. If Cambodia hadn't been involved in the war, then Nixon must have "started" that conflict.

    All goes back to semantics.
