To the question at hand:
I checked out the guys profile IMDB amd he has a rather lengthy of foriegn film credits dating back to about 1990. He was in a TV production of Hamlet and was in The Messenger (Joan of Arc) as well.
Doesn't sound like Spacey.
Though there is no photo provided.
Has Spacey ever done anything like this before? There is another hollywood actor who looks a LOT like Spacey, but does a lot of B movies and bit parts.

 

All, I know is if someone kidnaps one of my kids, the term "any means necessary" is the way I would want people to get info.

That would include Jack Bauer's pen. ;D
