    I don’t by any means want to minimize the problem, but I think using percentages with numbers so small is a bit misleading.

    Looking at underlying data, the national rate has increased 25.4 percent over that time period, which seems large. But that’s over almost a 20-year period, so much smaller on annual basis. And if you look at the actual change in the rate it’s only an additional 3.1 persons per 100,000 (from 12.3 to 15.4). So while the increase is certainly troubling, I think that tossing around double-digit percentages overstates the issue a bit.
