It's not the government, but the gangsta rap phenomenon pretty much meets two other criteria.
These thugs make it socially acceptable to use the N-bomb.

I liked the column and agreed with many points, but I can see why it would upset some people.

Read the wrong way, it easily could be used as an excuse by ignorant morons to back up their, "I'm not a racist, but..." arguments.
