I just finished reading -30-: The Collapse of the Great American Newspaper and have to ask, what is the answer?

Does every metro need a D.C. or international bureaus? Or do we need to just focus efforts that affect our readers? I did have to laugh a bit at editors' reluctance at using a Chicago Tribune story in the LA Times or Baltimore Sun. But these same editors would run an AP story without any issue.
