Halliburton moving HQ to Dubai

    I wonder if this makes it more difficult to prosecute Haliburton/co. officials in the event malfeasance in the use of federal funds is uncovered at some point?

    Not if they want to keep doing business with the US Government.

    The move wouldn't shield individual officials necessarily, but what it would do would be to shield the company from civil liability in U.S. courts as well as from the U.S. tax code.
