    It's length is tied to the size of the cuts they're able to achieve.

    But they could put together a bigger package of spending cuts - hell it's what they want. Doing it in two installments makes it a bigger issue. If you want to say that Obama is trying to avoid it for political reasons, that's fine, but the Republicans have the same motives.

    Probably one reason the increases under Reagan were in six-month increments is that he could be reasonably sure that each request would be agreed to and there was no reason to push for a longer term.

    The GOP wants to flog Obama around the head and neck with it again in December (so they can force the economy to tank at Christmastime), and then again next June/July, just as the campaign heats up, and they can hopefully send the economy into the final death spiral to get rid of O once and for all (their ultimate goal, of course).

    Of course the most rational and intelligent decisions will be made with election pressure buldling to fever pitch.

    That may be part of it, but the election cycle weighs into every major piece of legislation that gets considered in Washington. Without exception.

    They want to drag the negro out of the WH on the end of a rope -- by any means necessary.

    Regardless what happens in the next four days, we'll be doing this dick-dance all over again in two months when the budget is up.
