  1. There is always a balance. If you're in Washington for every vote, you are "out of touch with your constituents" and someone challenging you for your seat in the next election will hammer you for it.
    If you aren't there for every vote, someone will hammer you for "not doing your job" if you run for another office or when they challenge you for yours.
    You can't be in D.C. and your home area both at the same time, unless D.C. is your home area, in which case you don't have a vote in the House or Senate anyway.

    In the case of being there for every vote, I'd say you throw out your record as proof that you're in touch. It seems to work for Kennedy, who's one of the busiest and most active legislators in the joint.
