    They have no tax base to support the bond it would take to fix this.

    But without being fixed, you are not going to get any industry to move in because they have no running water.

    Just a mess.

    "A group of Virginia Tech researchers who sampled the water in 271 Flint homes last summer found some contained lead levels high enough to meet the EPA's definition of "toxic waste."

    The crisis does seems to begin with a cost-based decision to use the Flint River rather than continue to buy Lake Huron water from Detroit while the city was under the direction of an emergency manager who reported to the state treasurer who reported to the governor.
