    Long exposure combined with a short burst of flash. The room is exposed longer, which gives it a more solid "imprint" on the film or sensor, and the person, who was only exposed temporarily has a much less solid one. This is more commonly seen on images with very dark backgrounds where the subject is flashed in a very short portion of the overall exposure.
