Is The Citadel a government entity or extension of one?

IANAL, but I would think The Citadel has a little more leeway constitutionally on such things, seeing as how the institution exerts substantial control over what cadets do, wear and/or say in their time there.

The Citadel is a lot like West Point ... in the 1960s.

A state in which wrestlers from parts unknown can't legally don the mask is a state I don't want to be a part of.

I suspect your direct experience with either institution is somewhere between nil and none.
