carry-on bag question (flight)

    If you're flying on a United flight, which allows one carry-on and one personal item, but it's a codeshare flight with another airline that only allows one item of whatever type, which carrier's rules apply? I can't find a satisfactory answer.

    The operating carrier's rules ALWAYS apply. They're the ones providing the service so you play under their rules.
