    Oh, I understand that.

    It's about maximizing government revenue, and the competition for those licenses increases the lobbying dollars, and political donations.

    I feel the same way about the lottery. If the lottery is so fun, and safe, then why can't I open up my own lottery business?

    You think gambling/lottery is a scam, try researching Pennsylvania's alcohol laws and the resulting "lobby." You'll need a shower afterward.
