Barkley arrested on DUI suspicion

That's used because cops can't actually bring charges against someone for DUI or any other crime for that matter. That's up to the prosecutor. Any time a cop makes an arrest it's technically correct to say it was "on suspicion" of whatever the charge is likely to be. The officer is authorized to arrest when there is probable cause a crime has been committed.

Good point. Since his gubernatorial (hehe) hopes are done, how 'bout Barkley for Attorney General? By the time this is done he'll have more courtroom experience than our current AG.

This is even more true on DUI cases where you don't have a blood test result at the time of arrest. Because they don't know your BAC, it is almost impossible to make a good charging decision.
