TRENTON -- Never mind keeping up appearances, or even keeping up with fashion. Members of the city council want teens to keep up their pants.

West Ward Councilwoman Annette Lartigue suggested yesterday that the council create an ordinance banning the baggy, saggy, low-rider pants in the city.

She'd like to see pants worn in public with their waistbands on the wearer's waist instead of hanging so low they answer the question, "Boxers or briefs?"

"I'm asking the support of council to send a message to our young people that they must cover up their undergarments," Lartigue told council.

Her comment drew an appreciative murmur from the audience, including council Vice President Cordelia Staton, who said she thought it's an idea that also should be implemented in schools. "It's inappropriate in a school district," said Staton of the loose, underwear-revealing style pants that have been in vogue for a few years.

Council President Paul Pintella advised that any such law could only be made as a suggestion at the school level, where the dress code is voluntary.

"These are volumized and inappropriate pants. We should have a law," Lartigue emphasized, referring to states that have already considered such ordinances.

Trenton resident Patricia Stewart is all for it.

"I think it's a good idea," Stewart commented. "I don't like looking at dirty underwear."

Jackie Blakey, a regular at council meetings, added her approval.

"It's a good thing," Blakey agreed. "I'm sick and tired of seeing butts and underwear."

Council took no action on Lartigue's suggestion but seemed to approve of the idea. In Virginia, the House passed a "droopy drawers" law in 2005 but it stalled in the Senate. Its sponsor argued that voting for the bill would "uplift your community."

The style evolved from prisoners who weren't allowed to wear belts for safety reasons. Rap artists adopted the style and it spread into pop culture.

Dallas passed an ordinance similar to this a year or two ago. As far as I can tell it isn't enforced.

TRUE STORY: Sometime in the early/mid '90s two kids approached James Brown and asked for his autograph. He told them "I'd be glad to give you my autograph as soon as you turn your cap around and point it towards your future. And while you're at it pull your pants up and maybe your grades will follow." Sock it to me Soul Brother #1!
