Watching that video should be somewhat illuminating.

When I worked at a weekly and shot photos of news events, I knew most of the cops and firemen. They would wave or talk, show any off-limits perimeters and sometimes let me get inside the scene. I was smart enough to not bulldog my way through an area, either.
